For the most part yes. Some of the stuff needed is available for free though. Also, a number of the needed assets may be detailed in the Art Assets section of this forum.

Short of Mr. Turner re-uploading it, or someone else doing the same, not much I can do. I put a 'broken link' note on the entry and crossed out the entry for now.
I'll remove the entry entirely after a bit if nothing is resolved.
Edit: A couple of people have PMed me about this. I'll update the link in the OP and credit people appropriately when a new download link is provided.

The morphs referenced in the file I shared are part of some morph collection(s) that I have no idea where they came from. I thought they might be from Genesis X2, which are character conversion morphs, but apparently not.
In any case, yeah you don't need those for Tracy/Akasha. Tracy is pretty much default Akasha, although I adjusted her proportions slightly to taste. Just ignore the error messages for those morphs when loading.

You are missing New Genitalia for Victoria 7. That's probably not critical though, you could use the Default Daz gens that come with the Pro Bundles, or Golden Palace if you don't have NGV7 but have Golden Palace instead.
