First, you need to finish the futa brothel scenes in Okea.
After that, once you reach the desert city, you need to cure the lord's daughter (that map is a bit hard at the level you reach. You need to avoid a lot of combat and use a lot of items per boss battle or use Jane's 10k gold skill a lot).
Once you cure her, you can start doing the desert town mercenary requests, one of them is about a very special farmer who wants to get rich with a pig farm but failed elementary biology assignature.

You definitely don't need to do the lords daughter before you can do the pigs. Just gotta talk to people around town. Maybe do the Milk quest first.

While I'm not into tentacles, I find myself genuinely enjoying this game. I would go as far as to say I would even play it if it had no H content. Lots of cute party members to choose from, the many different party members let you build the exact party to suit your play style. Several of the conversations have given me a laugh.
I think regardless of the porn, it's a pretty enjoyable game.

17 is back at the Mining Town Crafting Room. 20 is from the Tentacle guy in that building in Milliato you can't get into until post-game.
