Software numbering isn't decimal. 0.9 is 9th iteration prior to official release, which is when the 0.x changes to 1.x.

As an example, 0.11 is a higher level release than 0.9, as it pre-release version 11 compared to pre-release version 9; however, lots of developers and users here don't have a clue how software numbering is meant to work.

If he's numbering properly, it's the 9th code version that has been released. It could be 0.0000009 in decimal. It isn't 1 more to official release. He may well have have 0.1, 0.2, 0.3 etc to 0.8 as internal versions that weren't released.

The first release of Windows 11 was 10.0.22000, which was version 21H2.
