The dev probably lost interest, or didn't had enough time to keep up with the game.
I used to see him post on Hongfire every now and then but since that went down i havent seen much of him
Maybe it will work for you, if you install the RPG Maker VX Ace RTP (RTP=Run time package), the instructions spoiler of the head post mentions this indirectly, however the download page is nowadays found at

.On the other hand RGSS202E.DLL is, I think, for VX (without Ace), so you might have to try both, to get the correct dll.

This is like Kings Field if it was good, what a classic. The writing is surprisingly coherent. Makes you almost believe it was written by someone with a soul. Even as abandoned its good enough to pass as a standalone. Someone should really read this again.
