I am stucked at chapter 2 only thing remaining is 'Join elinore at the royal palace in the tower district' . How to progress this whenever i enter palace nothing happens and elinore is in her room like free roam. Is it bugged or what?

The warehouse quest when you're investigating the embassy has one of the funniest bugs I've ever seen... when you fail the stealth and have to combat the guards, all of them on the map turn to corpses after you win the battle. The bloody, mangled, skeletal corpses then begin flashing black and roaming the map at high speed as if they're haunting you. Also, the corpses that are stationary can trigger combat as if you were still in stealth mode. Creepy!
