Can I obtain the superior Steel by fighting in the ruins or in another way?Just now discovered it is possible to raise the max defence of the settlement completing Kirk's story about production of defence materials. It is not marked as quest but it is kind of continuation of the Steeled Up I think. Anyway, interaction with Kirk and choosing consistent answers, that's what helps a little

Please tell me if you have done it. I don't have Alf Jostein's save ready and I just hate redoing the run with Alf in the earlier chapters

If Fortified Bunkers is the only requirement to complete Mass Transport, it is possible.
However, with Alexa set to transport mode, the tunnel bug does not happen.
So I don't think it's necessary to invest in Alf.
Some notes
I donated War Supplies to the resistance for ten days and my defense was only 55.
I believe that defense is high if Alexa is set to Siege mode.
For Seidr, it shouldn't make much difference whether Alexa is set to transport mode or not.
But for Valkyrie, it will only be possible if Hel's tanks are secured.
Unless there is a way to set Alexa in chapter 9. Until then, I don't know.

Interesting, I do have my Alexa set on siege mode because it is more thematic for the Alpine, I would say.
Do you still get the bug? You can try save edit to see if it works by setting Josteindays to 1 and then tried to trigger the scene. The limits is very weird for your main LI, I don't know if that's intentional or just another Jostein.
For me, only the second CG is triggered (after picking up the map). And also some cgs related to the battles against the guardians.
But the last conversation had some errors. And I guess it happened because I couldn't complete his quest.
And after the 5th fight, no more guardians triggers.
Besides Jostein's quest, only the 7 Souls quest was left.

In my Erland Run, I managed to finish Jostein's quest in this area. All I had to do was defeat a Jotnar.
It was Alf Build, but Mass Transportation may not be necessary to complete it.
Edit: I just saw that a CG of Jostein is triggered in the tunnel. So, even if you can complete the mission, you still need to have Alexa set to transport mode.
