Off of the top of my head, I can see her setup going one of two ways. Nancy doesn't know Orion got shot and they take up the offer Nancy made just before Orion left for Nova's as a little fling. Or Nancy and the rest of Chang's Nine know that Orion was shot; and Nancy (along with Annie's and Dalia's lewd scene) come from being scared of losing him. Coming after a heartfelt moment.
When I say likely, I'm saying 80%+. There is a chance she could not get a scene in exchange for someone else (someone we have met or a random girl). But I personally believe she's getting a scene for the same reason you gave.
Many people don't realise the UK still uses miles. In the scene Dalia jokes about about him going 'full European and leaving the "freedom units" behind', which is funny because the reason the US uses miles is they inherited it from England. The UK is part of Europe, so easy assumption to make that they would use kilometres like most of Europe.
I have been over 21 for 20 years now, but in my youth that drinking age law didn't matter at all. I drank in bars starting from 17. Most bouncers and bartenders just didn't make eye contact and always pretended to be looking elsewhere. From what I hear, the country has changed a lot, though. I am also from redneckville, so that may have played a part in why it was like that.

I could see a scene with Nancy taking on a more dominant role, maybe Orion being tied up and Nancy interrogating him before allowing him to finish. We know she is suspicious of Orion's relationship with the other girls so this could be a way for Nancy to learn what he's been doing, and would be a first step towards Orion's sexual exploits becoming known in the group. I wouldn't mind Nancy becoming his partner in crime for a while, and her helping him ease the other girls into the harem thing by seducing the other girls into wanting to share Orion. Like a mommy teaching her kids to share lol

Patreon rules says you can't show explicit incestuous sexual acts. Nothing says it extends to writing though, so her talking to her daughters about forming a harem with Orion is still possible.
