Because you are comparing her tits with mountains like Nancy or Penny. In real life, Luna's boobs are big and compared with the other girls is in the middle table. Annie and Nova are just a little small than average, no plain girls between the seven ones, but compared with the others... yeah.

In 0.7 Luna’s looked bigger than in the past, at least in a few of the pictures. She is definitely a full C.

And it largely works very well, except in 0.7 there were a few shots of Nova where it went too far and looked odd - to the point of looking bad. To me the waist to hip/thigh ration in these two pics is way off, and Nova’s neck is too long in the bedroom pic. Its the first time it happened in either Eternum or OIAL.

Just an unfortunate side effect of Nova's ass and how the HS2 model's "bones" operate I think. I'm guessing it's gonna be worse with Dalia unless Cari tries to work around it by limiting her moveset to prevent any weirdness from showing up.
