She’s not, it’s just on this forum, she just doesn’t have a lot of followers here. On Cari’s Patreon she is much more popular. Penny on the other hand is popular here, but near the bottom of most other polls and rankings I’ve seen.

All polls I've seen where Annie isn't dead last were made years ago (back when she was far more relevant to the plot) or had a catch all "harem" option that ruins the results.
