He has already said there will be 4 scenes in this update, involving at least 5 LIs. Lorelei might show up in one scene with Calypso, but there's no way she'll have a singular one for herself

Yeah sure...if you don't count development time that is true. But since time is a factor an additional scene would always stretch development time and that time would better be invested in a scene with on of the LIs after all anyway.

I almost don't want to see Alex and Dalia together because I have so much hype for this specific scene, the game will just climax at that moment for me and that will be it for me, lol.

This is not a zero-sum game. It's not as if he makes a scene for a side character like Lorelei and goes, "Well, I guess I can't make that scene with Luna now!" Scenes are made based on the story for that particular update.
If he wants to make a scene with someone who isn't a LI, then it's part of the story or character development he planned to tell, so it's worth just as much investment as a scene with a LI. I doubt he is going to make a throwaway scene at this point, and even if it was, it would not come at the expense of a more important scene.

He has problems enough to get every LI a scene at least every 2nd update, so I doubt he will - still - waste a scene on another girl that the player knows absolutely nothing about, especially since there are already a few side characters he that a lot of people would also like to see a scene with. In the end he can't do much more than 3-4 scenes per update and he has 8 main LIs already...
I would say 100% based on how the previous update ended. The question is how far it will go. I'm betting on oral personally.

We met a couple of minor girls before that Cari could easily as you say organize scenes, that at parties, that on missions and so on and everywhere we met girls, But it's not easy, also don't forget about Maat and Eva, And we got scenes from them...
as Takkatakka said, need to take into account the development time, and this will give even longer developments.
I would rather spend time on main LI than right and left, or on minor characters together with main LI for variety. But it's not just the scenes that are important, but also the plot, to organize similar scenes with secondary

Don't see the Lorelei charm honestly especially in front of Calypso. We're nearing late game, she will need a proper solo scene first to start the romantic development and with how the relationship between her and Orion has likely gotten closer with them saving each other, would be weird to involve a minor character in her scene who just showed up

Yes it is.
Luna didn’t get a scene last update because Nancy/Nova, Annie, Alex, and Dalia did. There are only so many scenes per update, and only so many updates before the game is over. A scene spent on an irrelevant side character means one less scene for one (or more) of the main girls. It is literally a zero-sum game.

A number that is completely up to Cari. He can add or remove as he deems necessary during development.
Again, not how it works. There are as many scenes as he wants to include. Adding a few scenes throughout the game with side characters does not take away from the Main LIs. By the time the game is done, every LI will get the number of scenes he wants them to have. It is not a zero-sum game.

Lines like that don't always get the expected payoff tho. Nan wanted to go to the beach with Orion in one of her convos, but instead of a proper beach episode we ended up with her having a short break in one with Nova in the New World. Penny wanted a dance, but instead or some dance date we only indulged her if players chose to go meet up with the vampires on Ekabar.
At this point in the story, where Orion is rejecting the advances of side girls (i.e. Eulalie), I just don't see him jumping at the opportunity to go in bed with Lorelei. At best it'll be some sort of test for the player like flirting with Eulalie during Annie's date, where the consequence is that we lose her path in the process. With Caly, I can see the scenario being that she'll arrange for Lorelei to bed Orion, but in order to proceed with Caly's path you will have to reject her advances, or something to that effect.

he also wants to get the update/game out sometime before the rapture, so including a scene with a side character this far into the game is an active detriment if he chooses to still include every main li he planned on including in the update. and if he doesn't include those main lis, then yes, there was a scene retracted because of that side character. update times have gotten bad enough. you really want each update to take like a year and 3 months because he's also including two random side characters you met 3 updates ago
I'm in the camp that Lorelei will be involved in a Caly scene as payoff for that line. Calypso is far too pure, but she's also super horny for Orion, so Lorelei will be a proxy while Caly watches. And maybe joins in later.
I dont think I've seen anyone saying it there will be a solo Loriel scene. Caly is the poster girl for this update, she will be getting a scene - it just may not be solo. While there are certainly a max number of scenes per update, the only constraint for number of girls per scene is what logically makes sense.
I think Orion banging Caly doesn't make sense yet given their last interaction - Caly wouldn't agree to that yet. A scene with Loriel (organized by Calypso and who will eventually join in) would be a way to further their relationship and get to that point.
On a meta level, I think it would also be a good way to balance scenes for Calypso. Last time there was a ghost handjob + a touch. The development isn't there for Orion to bang Caly this update, but a solo BJ or HJ would kinda feel like a letdown, given we've got so much of that progression already. Banging a different Elf with a Caly BJ would be the right level of scene to lead to Orion banging Caly next time.

Dalia/Alex. Luna has yet to have her first time with Orion and doubling down with Annie in the same episode seems too fast for her (or even both).
Dalia/Alex, on the other hand, have had proper setup (the 'massage' thing) and both have been intimate to the final stage with Orion. Also, they're closer to each other than Luna and Annie are.
