I managed to trigger it by changing to the casual outfit and going on the train

found out what to do... first go to police station with police outfit.
in casual outfit go to train continue trying until you see 2 different scenes.
change to police outfit and continue to go to the train direction south until you trigger the fight scene. i tried for at least 15 times for unlocking the scene
