What are the most recommended methods for uploading / sharing files? I've seen variety of links on other posts, from mediafire to anonfiles. Is there any forum post where this is explained? Any other suggestions as a new user? Or even as a developer?

do you mean the scene as you describe it being in some games and moderators saying that scene on its own isn't netorare? if so i fail to see where the issue is, so i wondered if there's something more to it (for example, the wife later doubting what she thinks about one of the assaulters, or something else that leads to her abandoning the mc, that got ignored by those mods and you forgot to mention here)

This is up to the mods to decide. you are not a mod.
if you're implying you wanted to talk with the staff in private, this is a public thread on a forum and anybody can chip in.
i'm not seeing explicit contradictions in the definitions you quoted and with them in mind there's no visible netorare in that isolated scene. there's a chance my view aligns more with the staff's on this and so you could use this as an opportunity to express your concerns in more detail and strengthen your position. if you're not interested, it's up to you not to continue this exchange and wait for ryahn or another authority figure to drop by.

expanding or unifying the wording of the definitions - no opposition to it (having a single wording of a rule is better than two). you said they're "completely different" and only one of them can be "correct" though, a staff member isn't needed to provide a counter-argument to this (this only affects the urgency scale of clarifying it).

discrepancy in moderation/tagging - should be fixed if it occurs...

but - the example you provide for the supposed disrepancy doesn't show it. at the least, it's presented as the moderators talking in context of an instance of rape and not a bigger picture that would have it lead to netorare. is this scene a part of the whole netorare package and the mods discredit the package solely because of this scene? are there other mods who said "netorare" in the same context?
