If you do not have a contraceptive the event will not trigger. It is the only event in the game that requires a contraceptive.

I was confused with this one too. Drink the Northern Alcohol with her then choose 'small room'
Right, the part that confused me was the tip for the unlock was 'Approach Lily in the tavern (Let's clean up the tavern)' but I hadn't seen any dialogue like that other than tidying up the back rooms at the beginning. I only ended up getting it because the picture looked like one of the other northern alcohol scenes. The tip was just misleading.
Both versions are censored. It's normal for games produced in Japan. I'd imagine at some point there will be a fan patch to remove the censorship.
The first time you drink northern alcohol with her, after you take her to her room the option is called something like >Leave it to Lily / Let lily take care of it
yeah there are several descriptions of scenes that are hard to tell what they want you to do. and only 1 scene that requires contraception but it doesnt tell you that
The translation is def a bit dodgy in places, I guess it's nice that we got an official translation at all lol. My favorite is the intimacy bonus for having done skinship being like "Skinned +10"
