I write side scenes and map events SOC, most of the character work is DM. I happen to like DM and support his work, but I don't write character bits. I have no particular interest in being drawn into a debate about my employer's writing chops. I'm sure you understand.
I agree that writing stories is hard. Sure. Some writing is better then others. But, I'm not saying "This thing here is worse then me and thus it is bad". I am saying "This game fails to meet the standards of quality and coherence that I expect of most porn games". I will agree that the fallout window dressing is a serious problem. However, I actually think it's a symptom of a far larger problem. I'm not sure that Fappout knows what it wants to be about in general. Too much of what I played is directionless and seems written one scene at a time with no thought for overall direction.
Also, perhaps the Russian thing would be an interesting gimmick. That said, this is probably the wrong game for that. When the mode of engagement of your storytelling is eroticism, too much confusion will often times negate the erotic component. Mystery, Adventure, Suspense, Horror, can all be paired with something like a translation gimick. Indeed, isofar as the game wants to lean on those elements, it might improve it's quality isofar as those modes of engagement. But, confusion is the death knell of eroticism.
Also, you need a competent translation before you can even make translation a proper mechanic. Translation as a story or game mechanic requires an ability to translate perfectly (or at least functionally well), and then make choices about that translation. Try selective translation with something you're struggling with already? Well, good fucking luck.
