If Monica turns down Philip's final offer and decides to leave the basement, you'll find yourself at the very beginning of ep4, where the dev added a couple of key events from Ep3 v15-16. And all the events of all the storylines will have to be replayed.
However, now in Ep4 the dev has added an investor meeting, which was previously only in Ep3v15. (And most likely day 0 and day 1 of the Basement quest as well). This was done because the Basement timeline starts around the same time as the investors' meeting.
Accordingly, if you decide to continue playing using your “basement save” (this is optional), then yes, everything will have to be played through again, including the investor meeting, which will have some mention of what Monica had to endure while in Philip's basement. Of course, this will be as Monica's own thoughts...If I'm not mistaken, there will be a similar mental reference to these events in a couple other places later on (like the scene with girlfriends Rebecca and Stephanie). All in all, nothing significant so far. So you can safely play using your main (non-basement) save.

Then, when Philip's quest is completed, you can go back to the investors and go through the quests again, but there won't be much difference. Only at the end, maybe..
