Have the same problem, have already done almost everything more than 3 times and have unlocked the complete rod scenes gallery and I'm only missing the one with the stranger.

I also easily remember having the same problem back then, but not sure how I solved it.

Found the problem. You have to choose the other options with the stranger and the next time you approach him, the option to dance naked should be selectable.

Because if you choose naked breasts, he refuses it and so you don't serve him, so you have to choose the other options so you can serve him. And next time the option will be unlocked

Have you had Monica attempt to visit Steve? I don't believe Monica will have the courage to enter and buy a dress until after she realises she needs more appropriate clothing to enter his building.
