If you are playing a unmodded game it is not bugged. You are most likely missing something. My care factor of the game has dropped so much after this last half arsed update I can't be fucked working out what you have done wrong. When I feel like Decent Monkey is putting in some effort again I might help people play his game again in the furure.

I think it was always a "trademark" of the game's charm that a part of the sex scenes continue in the these very low life city areas so that even when she is climbing back to her former self she still somehow manages to end up in the slums. It would have made more sense however if it was at some place where she was blackmailed by people who have specific knowledge about her or who could reveal her identity like the whore mother.
That being said I usually also prefer the scenes which have progressed further into the storyline.
