It has yet to be revealed when Vic come under Phillip's thumb but circumstances hint heavily she was placed as Dick's secretary to set up Monica's financial incentive to do the photoshoots for Biff. That whole $5000 cycle was due to Vic, no doubt under orders from Phillip. Why Phillip would want to do this to Monica will, I'm sure be made clear when Monica learns who organised the conspiracy against her and why.

Melanie also revealed Dick knew Victoria before she was his secretary, so maybe Phillip had reasons before Monica's fall began to use her to influence Dick in some other matter related or not to Monica.

So most likely Victoria was already a slave of Phillip before day 1 of ep1. And as to Phillip, it has been more and more hinted each update that he has a strong relationship with Monica's conspirators. In fact from Phillip's very first scene it was hinted heavily he was a part of Monica's troubles.
