When I enter Shiny Hole, I can't seem to talk to either Bartender or his wife, the "Look" and "Info" buttons work, but not the talk, it does nothing, any idea how to fix this?

You have to go to the hotel and force your way in and have dinner and then you run into Philip again I don't recall if there is another requirement you have to do first or not.
