I think ToT came from a time when femdom games were all about reverse rape or smelly feet intox. Indeed, I wasn't a huge fan of the game until I gave it another chance and reached Lady Cobra. After that, the game was great for me.
Most of the hate probably comes from the fact that the game development is a mess: delays, delays and more delays. To the point that floor 7F is the last one in the official game, floors 8~11 were only released as standalones and not incorporated to the official game.
Not to mention about side games that no one gives a fuck, as everyone wants a ToT release instead of another short sidegame. Probably what happens between Bowei and Koda could be a plot for a Mexican soap opera.
Aside from that, grinding is somewhat boring and makes the game very, very long and somewhat repetitive.
Domination Desire: Banished is the first that comes to my mind, and it probably is what you are looking for. It would be even better if there wasn't a mechanic where your char can only respawn with at least 80% of the maximum XP you ever had (or something like this).
The Queendom of Lithzena does not features level draining, but there is a casino event where you bet your levels against Alice while playing 21. You'll be persuaded to bet and lose all your levels to her feet. But it's somewhat late in the game, and it is somewhat counterintuitive to activate this event.
