You need to stand in front of the guard on the right otherwise the dialogue will be unable to activate.
You underestimate the Japanese genius. They don't even need to manufacture any silicone toys. All they need is some outdated game engine and a relatively good cartoonist, who doesn't mind that the things he draws best will be pixelled out, to make a cheap H game boys will fap to nevertheless. This is draw a hole and charge for it level of enterpreneurship.
You have to fight to progress through the story and at the same time you need to lose battles to see the story. Unless a virgin, eventless run through a boring your turn / cookie cutter enemy turn is exactly what you are looking for. In other words, all CGs are defeat scenes. They didn't even bother to add any non-combat exploration of the map with sexualized side jobs, which is pretty much a standard in H-RPGMs featuring naive female protags with tons of superpowers and not an ounce of common sense about them.
