Sardines ALWAYS intended to have fully expanded version. He also didn't have a clear clue (still doesnt imo) as to what he ultimately wants the game to be.game was already completed few years ago with molestation edition, after that the dev decided to expand the game with an expansion called violence edition, what you are seeing now is the development of said expansion.
His solution was to go "it mostly works now I guess" and slam what is effectively a beta version of his game with the polished basic gameplay loop onto DLsite as "complete" game. The intention was to gather funds and draw attention to the game and then continue the development.
That, uh, kinda didn't go so well — he only barely scraped into the top 10 for the first 24 hours of sale and up to date only sold 3000 copies. Molestation games do ridiculously well on DLsite and these are unironically rookie numbers. This is likely due to the game being, ultimately, very barebones. Half-measures ended up viciously biting Sardines in the ass and the project sort of fell into obscurity as he struggled to fill it with any sort of content for the longest while.
Project support is continuing to drop too.
Well, this tangent aside, this is why the game is marked as completed here — Molestation edition was marketed as completed game and sold as such on DLsite — there is just no culture of early access games on that storefront — and so the "Complete" tag is frankly justified. I personally cant in good faith call what Sardines has been doing for the past three years as "development". Still better than Female Agent, I guess, but thats a low hurdle to pass.
