The csv file that need to be edited is the "trans_scenario" one in "translation/ENG" folder. I recommend using notepad (personal preference here).
Most of the missing dialogues (city part of the game) should mostly be located at the bottom of said csv. but forewarning, we're talking about swimming in tens of thousand lines to find the untranslated ones.
As for putting the game in english in first place, there's a second page in the ingame settings and you can choose the language in the upper-right corner here. Unless of course you already tried then it's a bug, either folder issue during installation, or an edit of the csv that wasn't made correctly.

I have seen a Video Tutorial about that, but I dont know if its still there.
You open up \translation_csv\ENG in the Game folder.
Look for trans_scenario.
Its best to use

The training event loop works now. It froze for me on 2.64 with a pop-up about something missing

Moron here, is there additional translation patches to be used. Downloaded the latest version which forces a debug version of the game and don't see any intro. Tried clicking a couple options but feels as if 90% of the text is untranslated.
