I'm already back in the city. That's where I'm stuck, since nothing seems to be moving forward. I've spoken to Pema, gone to the police HQ, etc. Nothing seems to be moving it forward.

So, can't seem to find new Jinora scene, I'm now on the part where I have to meditate

If you've already gotten the 'box head' scene in the water tribe area, then talk to Jinora on the Avatar Island and choose the ambiguous answer. She'll invite you to the tree house where you found the broken camera.

No. It came with the update that forced you to stay at the water tribe for a while. Either the previous one, or the one before it.
