mmmmh yea kind of remotely something of the latter. Toph does look borderline underage, to word it carefully, and insists on being adult, and be taken seriously and all that stuff. what little i know, the original character in TV was underaged like lots of the others. it's supposed to be a kids cartoon or sumsuch..? in the game, some bit evolves around that, but it's not the main big thing of content.Are you making a suggestion rather than talking about something actually in-game, or is this actually in-game? I'd rather not see this in-game. Or in general really. I've been around for awhile and I've seen these same two jokes that never go anywhere about short characters repeated ad nauseum for the last 40 years and now I'm sick of it.
If its just an excuse for giving something to oppai loli fans, I don't really care, lol. They're starved for content as it is. In that case, as long as its optional, I see no reason to object. Though, I will say doing something like Ikuya Daikokudou's Kinpatsu x Kyonyuu ni Henshin De is something I could get behind a lot better. (And could possibly serve as inspiration for content.)

So, to translate that, Toph has some body changing things to try and force confidence. After some events, she becomes comfortable with her real body, but occassionally likes to pull the body-morphing stuff back out just for variety.
funny enough one of my kids went through a comparable phase in real, went through a late growth spurt in her 20s though. before, kind of annoying when asked for ID at each and every random occasion, even when there's just some whatwasit, 'alco-pop' junk in the giant pile of groceries and diapers and stuff.. picture a woman at 23 pushing a baby in it's stroller (never remember what those foldables with wheels are called) buying baby food and diapers and tons of food and a one beverage that contains a low amount of alcohol.. baby says mama to her and she still gets asked ID because of how she looks.
