The 'present' timeline being at the very least 18 years after Korra's death, mean that no, he isn't an option, unless you want book 4 to be OC only and given that Korra is confirmed for book 4, it's simply not possible unless Korra suddenly isn't the avatar anymore.
MC is still the Avatar and still has access to his past lives. It could present itself as Korra helping the MC out as a past life.
Except they would all be at least 18 years older (and that's if the MC is the earth kingdom avatar, if he is the fire nation avatar, a lot more time could have passed) which would put some of the potential girls into 'granny porn' territory
IMO that's just the easy way out and was quite a cop out for Book 2 already given that the game start by saying that those you're going to posses are either avatars or had a connection to the avatar, starting making OC is just so we can play them is meh.
Well, it already has that precedent of Book 2 slave route, but I don't see that as a solution for love route specifically. I can't imagine a complete rando building deep relationships (whatever that means in this case) on such short notice. It doesn't matter to me in slave route, but there I could easily imagine some of the villains.
