She’s on the Aang Statue island as part of Korra’s story. If you see her there and promote the incest via choices, then she’ll show up in the new scene with Pema. If you’ve already done this and didn’t pick the incest choices then you’ll have to reload an old save.

I haven't seen any such choices though. At this point all I seem to be able to do is play with Korra's titties, get a handy from Pema, sort coins and get a blow job from Lin.
