Fair warning,the writing is absolutely all over the place(as is the "gameplay" which for the most part is completely pointless).
Its a minefield of half assed character arcs and barely implemented mechanics.

Must have forgot/missed the episode he does it. Been a while since I watched, and on Nickelodeon itself, I was thinking on downloading it today to rewatch outside tv airings.

Have to nitpick a bit: Azula was considered a genius for how quickly she learned the basics, well before she learned lightning (that she was still perfecting when she was sent to hunt Zuko down) or even shifting her flames to blue, with Zuko not being considered one because he was being compared to her when he's in fact well above many experienced firebenders at 16. And Zuko was the only one of the family who couldn't bend lightning, not due a lack of skills but due his emotional turmoil, as it requires to reach peace of mind and absence of emotions.
As said above, the hard part in learning Lightning Generation (the proper name according to the wikia) is the ability to reach a peace of mind and absence of emotions, something not easy to reach. As for the rarity, it's actually been explained in side novels and materials: it was an ancient technique that was dying out already in Kyoshi's time, with the last known practitioner, the bandit leader Xu, getting in a duel to the death with Kyoshi, and when the Fire Nation managed to reconstruct it (as they had Xu in their hands for a while) they reserved it to the royal family and a few high-ranking officers. Presumably, once Zuko became Firelord he let it spread, or one of his opposers happened to know it and spread it, though the sheer difficulty of reaching peace of mind and absence of emotions on command means it remains very rare.
As for the power plant, I can only guess that Lightning Benders cost less than oil or coal, at least for that purpose.
He does it in episode nine of Book Two, "Bitter Work", when trying to teach Zuko.

By the lore it was a really old lost bending art that the royal family had rediscovered and it's really hard to learn, there is no reason so many people could learn it that it become a low paying job unless it wasn't 'true' lightning bending but another form of lightning bending that's easier to use for the workforce and probably isn't as strong (but that's kinda improbable given that Mako make no difference between the two so they probably just fucked up)
Becoming a martial art and spiritual grandmaster doesn't become easier just because technology has advanced.
lost art people did not get permission to learn. fair enough. as it was explained in side-material, which as I said above I didn't look for because... well, look at the people angry at the comics.
either way.
become a martial artist! joing this small cave-like room where you use this one technique for hours each day for a small wage! perfectly valid use of your time training.
also, while I can believe sme lightning benders could be cheaper than fuel plants, it would probably be cheaper to use hydroelectric or aeolic plants.
much easier to train basic waterbenders to throw the water in wheels, or even just use rivers, even if we for some reason say plants that use waterfalls, or if just they don't want to make dams (which with some water and earth benders they can make easily withou much enviromental issues like we have) the sea waves, like ours can, would be too hard to do with their tech level (combustion engine forklifts).
making some wind for electricity could be basic airbending training.
Seriously, with their bending they have much more options for power plants than just "bunch of people throwing pure lightning"... yet that is exactly what they went with.

To be fair,I remember the slave route having better chibi snek waifu interactions,so there is that.
Still want her as a permanent mascot,screw the big one,gimme the onahole version.
Also the only naizuri scene so far...I don't like maledom but I'll be damned if Book 3 Slave isn't this game at it's finest.

Yeah,that always surprised me considering the...uhm...age scale of the cast in the original(*cough* which obviously doesnt apply to this parody *cough*).
Blame Mity´s fear of Patreon,since its documented that at last one character was redesigned to be more stacked during development and its feasible to assume that that mentality endured for a unspecified amount of time...(and if I seem deliberately vague here that isnt at all on purpose).
