Honestly, I don't know why he's venturing into NTR territory if it's going to be insignificant to the game. It won't attract the NTR audience, but it will alienate other audiences.

According to a mod, if they're not in a relationship, it's not NTR, which is pure copium considering the on-site definition mentions interest, not relationships, when I pointed this out they went radio silent.

There isn't any at the moment. What's being referenced is the Victoria scene when she has a wet dream about Blair and the MC. That scene also has a are you sure warning beforehand now.
There's also a warning about trans content at the start of the game.
Assuming it was all blow back from stuff like this:
It's hard to understand their reasoning for it without them coming out and saying for themselves but I would like to think that maybe its because the dev wants to make it so that all of the characters get a chance to have a partner and understands that there are people out there who are not interested in all of the content they have produced. I'm not a fan of cwd's whether it's a birth defect or because they were born as a male but wasn't happy with their body, so I've avoided any intimate scenes involving Victoria. Currently, it seems that Maki is interested in them but whether that's actual interest or because its following this updates current theme of causing drama within the other team and is setting Victoria up for something is another thing. Add to that the final scene with Delilah as well and that's two potential main characters that may end up in a NTR/NTR rape situation.
To messy and would cause to much disruption to people going about their business. Easier to just kidnap him, take him down to the docks and take a little boat ride. Tie him up with a large weight to his legs then toss him in the ocean. Easier and cleaner with less trouble for others.

And honestly, I don’t think that the developer is doing this so that everyone has their own LI, rather, he thinks that this will attract more people to his game.

I haven't played the last couple of updates, but apparently there's a warning about the character's trans, and it seems like NTR, if it exists, is avoidable, but not for sure.
I agree with what you wrote on how to obtain more NTR focused viewers and you are right that the dev is more than likely aiming to attract more people but I couldn't help but dream. As for dev's who have a reputation for being a NTR developer, I would hope that you don't hold it against them and still check out their other work that may not involve NTR as there might be devs who were trying it out for a change of pace.
Only person to watch out for is Victoria if you want to avoid the trap/trans stuff and supposedly there is a dream sequence which in all honesty I've forgotten that supposedly may be NTR but that's about it for the NTR scenes.
