Corporation escort services division maybe? It'll just be harder to build it up with a low/unsatisfied population.

Try Subsidies. Manage > Manage Arcology > Sexual Service Policies. You can have 0-4 levels of subsidies, at Low, Middle, Upper, and/or Millionaire Class. It'll bring in independent services to fill in the areas your slaves don't cover. Of course, Subsidies cost money every week, and the growth of services isn't instantaneous.

Is there a way to give sexual outlets to the population without getting a bunch of slaves to work as whores/public service or stuffing them in sex arcades? Subsidies for sexual services among the population by themselves don’t seem to do anything.

My goal is to get through the game keeping slaves I get to myself; is there a way to do this without gutting the difficulty?

You can go to "Manage" then "Manage Arcology" and then scroll down, there you can change sexual services by either giving subsidies or creating bureaucracy.

Only seems to cover a small percentage, even at maximum funding
