Link is dead. Or is it only meant to be the commonevents file and no img file? I don't suppose anyone still has this patch lying around?
No, looks like the link is dead. Unfortunately I don't still have the files saved anywhere. Hopefully someone else has it saved and will be able to share it.

How to extract without change locale system : (to JP_18 and others)
1. open the compressed file using winrar or 7zip or anything for extracing
2. change the encoding to ansi (oem/oem japanese shift) jis by click options - name encoding - ansi (oem/oem japanese shift) jis
3. just extract, done and the files with weird name will be changed into jp language
Maybe I don't follow, but I tried in 7zip and it didn't work.

what year this is? damn, haha i dont have the file anymore, so i cannot check if 7z not turn japanese file to ascii. if its still in jp, like in my gif, then youre fine, if not i seems cannot find an option to change encoding, try winrar if you can.

Never really played anything on android so I can only point you to these comments which suggest the answer is "it doesn't run well on android/needs a proper port still"
Laggy fights on JOIPlay on Android
Issues opening game with JOIPlay -- though this issue may be related to the fact it is compressed in a .zip file instead of .7z or .rar and therefore the encoding isn't being properly matched. (Basically, Japanese character set is expecting one method of encoding, probably UTF-8, while windows zip files often default to your OS system locale encoding which is probably not Japanese/UTF-8.) WinRAR can handle this natively. 7zip can technically handle it, but they don't really offer it as a convenient feature. Changing your entire system locale to Japanese should fix it.

I've come to a really weird conclusion

Some of the other zips might be corrupted

Try the Mega copy (not compressed) first, that one extracted correctly in WinRAR for me (JP Encoding selected in WinRAR settings)

Edit: I was right, none of the compressed copies extract right. It's possible that it's encoded in another language and exporting it as Japanese corrupts many files. If we can figure out what language it was encoded in, and extract it with that language's encoding selected, the compressed version may extract correctly and run properly.
