Yakku isn't really that evil. She's more a very dominant cold "ice queen" that has as the main guardian of the hell kingdom, very low tolerance for disobedience or mercy. On her romance route, she actually gets more gentle with the MC and I like how the relationship actually evolves. In Timfalme's route the queen uses her power to see into the MC's mind, so why doesn't she use that same power to see Naya or Regina's memories, and once she realizes that neither is responsible for what happened in the other's kingdom, the logical option and the one I think a ruler would have would be to send his soldiers to reinforce the borders of both kingdoms, and ask the guardians to investigate within their kingdoms.Well if you're on Naya's route, depending on what you pick you can pretty much make her more wise but not outright make her into a Madea 2.0, just enough so that she's visibly making efforts to use her head to think clearly in regards to the kingdom politics.
In Regina's case, you can basically make her more self aware about how much her anger can blind her to what's around her, both in a metaphorical and literal sense, the former in the case of friendly fire for potential innocent casualties, the latter in regards to Naya trying to tell the truth but Regina almost ending her life from blind rage.
Either way the one truly at fault is the Queen for not simply turning down any consent to start a war between the two kingdoms the above mentioned two were forced into, especially after hearing them out.
It depends on which yakuu route you go with. The good yakuu route she's not really bad at all, she's at worst B tier in that. But bad Yakuu is easily D or worse, yes. Also, I don't know why that list has Maryen's alter ego but not characters like Margarita. Well, he did say it's a mix of how well they treat MC and how good their routes are. Nyxmay sounds actually crazy, and I could tell that the first few interactions. I don't fuck with crazy. That, and also political reasons. Orphelith is an arbiter, not a ruler. Going inside guardians minds and making decisions for them is clearly a sovereignty violation. After all, her rules on "allowing" the war are based on mutual agreement, so technically any kingdom can break those rules, they'll just have to deal with the bigger fish if they do.I'm pretty sure the queen can't do that to beings as powerful as the guardians. There is no way that somehow Yakuu treats MC worse / has less romance development than Kendra. For the most part of her route, all that Kendra did was reflecting on her relationship with Maryen, it looks like she's not really into MC at all. Only in the middle of the route she appreciates MC for the first time (I'm talking about Vai'Klis house, when they were casting away ghosts), the rest of it is basically treating him as her posession.
Nyxmay is unfairly low because her "romance" side collides badly with her "treatment" side. She opens her most sacred memories to MC every night, but at the same time keeps beating most lethal bodily harm world record every afternoon, so it's confusing.
Pyeka is... hard to tell, but definitely more than B. Yes, she sees MC more as a very lovely thing to have, but that's the closest you can get from a Homaspernia giantess in owner-slave relationship. MC is more like a super VIP slave to her, yet she appreciates his kind heart at least.
Not sure if Diula belongs in A, she's a bit slow after all, so it's hard to determine what exactly does she feel towards MC. Same goes for Sheina, but because it's her thing to be teasing and all, so it's also hard to say if she "loves" MC or just having a good time with him.
By the way, Geminigems didn't make it to the tierlist. I bet they would go in B tier, because they are not that much into MC as a partner, just very kinky about his size. Also Helga, but she would probably go into "Don't know yet".

But that's what an arbiter does: make decisions, and in any case, after seeing the guardians' memories, she could say, "As I see it, neither kingdom is guilty." And then ask the guardians what they prefer: continuing the war or avoiding conflict. I could see it as not wanting to treat her fellow leaders like children, because they establish it pretty early on that the queen isn't lording over them like a regular empress, more like allies with some mutual respect. So I guess she has to respect them as leaders and not treat them like children.
But honestly, they're acting like children so I say just go for it. Ask them "Do you submit to getting your memories checked?" But that would kind of put them on the spot, especially if one of them is actually guilty.
