"Go meet the Training staff
Training center is in the center of caster twn, east side."
And then
"By the recommendation of the drugstore's owner
Listen to the story of the boys in the shop."

It sounds like the file is corrupt.
Try downloading it again. Maybe that will help

No you cant, the grandfathers peeking powers will be upgraded automatic on progress through the story.Does anyone know how i can raise the grandfathers peeking powerswith save editor ?

Not everything is fun with cheats.
This game is to fun to cheat.
No one knows what to do? Could my game be corrupted so I need to redownload and start fresh?

I believe there is a quest the priest gives that you have to complete to be able to buy it.
Just posting a complete save if you guys don't wanna bother actually playing this. Found it on ULMF.
