Once you have built the glory holes for Diana, you get the option to allow homeless people to partake
you just might have to wait a while
From what I found, and IIRC, you need to have full dominance over Diana, select the public bath when you go to the Onsen/Spa, call the people you met when you take a shift at the bakery and once you built the glory holes, view Diana for 10 days/ 20 customer as she services them through the glory holes.
