From my understanding, the gallery unlocker is based on how the person who posted it was playing
if you want to unlock all the scenes with the non-ntr path and with Felix cuck, you'll need someone who played it like you did, otherwise it will just unlock what the poster unlocked

Make sure to delete the gallery.rpy and rpyc files before you start the game

NOTE: Only delete the gallery if you downloaded the one from here
if you did, you'll need to download a fresh copy of the game

He is interactive through his pawns, he hides in the shadows and lurks... when the game appears here everything is shrouded in secret intrigues, betrayals, persecutions and purges... It happens twice a year usually around the equinox on the night of the full moon...

From what I found, and IIRC, you need to have full dominance over Diana, select the public bath when you go to the Onsen/Spa, call the people you met when you take a shift at the bakery and once you built the glory holes, view Diana for 10 days/ 20 customer as she services them through the glory holes.

you need to have it already active (I think) as soon as you start a new game
Not sure if this works if you activate mid-game

Steps

1- Start a new game
2- Before doing anything else, right-click the mouse button
3- Click Fetishes on the left side
4- You should see this

5- Click the Black & White fetishes to enable them
6- Should look like this if you enable all

7- Right-click the mouse button to go back to the game
