It's random
you need to spam going to bed, eventually it'll be a hot day
and make sure the "Hot Day" setting is enabled in the preferences during gameplay
and then mom will join you, but only after the initial Onsen event is triggered, unfortunately I can't recall the requirements for that
the first time you go to the Onsen with mom, it will be an automatic scene when you go to bed, it's after that you have to wait for a hot day to return to it
if you're having trouble you can grab my 0.5 save from here and the scene should trigger when you go to bed
