If you're just playing basic porn games then even a card from 2013 is an overkill.
Not to the extent it used to be... 2013 specs in general have not aged well a decade into the future. Some renpy games are very demanding on cpu, ram, and even gpu, especially more complex ones with systems that differ from the original visual novel approach. Like animations, open world menus, lots of checks that draw up multiple lines of code, you know the common stuff in sand box games, they eat up a lot of processing power and ram and some animations can cause lag on older cards.
Part of it is spaghetti code, part of it is system limitations, and part of it is trying to turn a visual novel engine into something it is not. But it can and does happen. A good example of this would be Oni's Roguelike evolution it is ridiculously resource intensive for a renpy game of 350 MB. Has common lag spikes, and uses ram like nobodies business.
Any component from 2013 has no place still being used in my opinion we are talking eleven years here.
For instance in 2013 4gb of ram was the average standard in non gaming/specialty pc's. Back then we were still on ddr3 so that ram was also slower. Good luck running more advanced renpy games with that.
The most common processor was still dual core, the
Core i3-3220 at 3.3 ghz.
For graphics cards even if we are talking top of the line the 3 gig GTX 780 TI was 700 dollars in 2013, with inflation that is 943 dollars today in US currency. 3 gigabytes and that was top of the line for a consumer card most people still rocking a 2013 card are definitely not running that either, much more likely we are talking 1 or maybe 2 gig graphics cards...
