Can you start a fresh game by downloading part 3? Or do you have to play part 1 then 2 then 3?

Technically you can start with part 3 by getting the save on the OP.
However, if you do that, then you will miss so much of the game. Just start with part 1.

None of the relationships are a grind, and you'll have a TON of fun with a LOT of characters. Completely recommended.
