Maybe he was referring to the dimensions? Because european license plates are wider than the american ones, so even thought that's a NY license plate it looks too spread and large on the image.

It depends on the country but I think most countries don't have it.
You mean customed plates? If yes, in Europe are very rare, I mean it's possible to have different fonts for numbers and letters but not something like in the USA, only the UK allowed something similar.
