She's not. Shawna will return for one last scene, and since she's 100% a side (very side) character, the odd that she'll join the harem are probably close of 0%.
For the character you said tho, I think the only ones who probably won't join the harem are; Mama Mabel, Sandra, Minnie and maybe Annabelle. For the rest, I think it will happen in one way or another.

I find Shizuka to be one of the most depressing characters to deal with. Her BG is too depressing for a porn game. I'm tryna fuck, not be bummed out over the asian child trafficking ring and sex trade.
Plus the dev keeps forcing her down the player's throat. She feels like a mary sue that all the characters love and can't stop calling her cute and adorable. Gives off self-insert vibes.
