Those are made from the material called flannel, normally made from wool or yarn. Flannel material is used over here, too.
Flannel as washcloths are not made normally from flannel material - which then begs the question "why the name?", they're usually made from cotton.

I think the washcloths got the name for the same reason the shirts did, because they used to be made from flannel the material.
In 50+ years, I've only ever known them to be cotton.
