Someone on his discord suggested a work around, I believe its mainly for germans ? also someone in the region like netherlands or so could gift it to you, but to not say something wrong I suggest the discord for reference.
You would need sign out of Steam, wipe your cache, then start up your VPN in a region that has it, like the US, go through signing up on Steam, and location as the US.
This would work for other games banned in your region.
Go to your Steam library, zip the folder of the game (program files/steam apps/common/name of the game )the pick a file host on this list that is approved: Approved File Hosts [Updated 2024-01-12]
