You can buy upgrades to skimpier armor, but it isn't in the tab you are in from the picture you sent, those ones do nothing to change the characters appearance
You need to beat the corresponding level and pay what ever price it has set for the outfit stated on the clothing item, the part you want that changes outfits is in the 2nd tab from the bottom "cloth" IIRC

I don't want to download 10+ GB just to be disappointed if the DLC isn't included.

Do you mean the adult content DLC? Yes it is. But as the game itself, it's not very good.
