It is, yeah. The dev has disappeared off the face of the Internet, the only way you can access their games is through file sharing sites.

I'll make it more visible in the OP, right now that information is somewhat hidden in the Translator Notes.

Stats are upgraded through quests and equipping items. You have likely obtained a few Marks by this point, so go to the Equipment tab and equip them (or simply select "Optimize" and all the best ones will be equipped).
