yep, the most you can do is have an outline of how you want the story to go. When you actually start writing it, things are subject to change and you also have to fill in any gaps and make connections that wasn't in the initial conception. Just like when you're playing a game, you may have any idea of what you have to or plan to do, but once you're playing, you can usually follow in that direction, but things will not play out just the way you imagined, or you find that you missed or forgot a detail and have to "wing it".

One thing to remember about the beta builds is that they only contain part of the game.

Without major reform or the powers to be deciding she's lost her value as a queen and replaces her with a new one, she's kinda screwed. She can't really escape since she's tracked. She's high profile, so she's well known which makes hiding hard even if she can get away.
I'd like to think that even if she could get away, for a short while, Kali and or Android could handle the chip tracking her but it her status would still make it hard for her to get around. It'll be interesting to see where that thread goes.

At the Beginning of the game If I remember correctly, when you talk to the receptionist during the beginning days of the game.
try to exit the room by going to the lobby or any floor then go back. It worked for me every time.
