The only thing I did to cheat to get the bar working was using the money I have you start with otherwise I had no issues getting the bar to work and never advertised. I just bought everything starting with the first thing and went from there and stopped before advertising, nothing more.
There was a bug with really old saves. And since my saves are some of the oldest for this game, they were, of course, affected. I was not allowed to buy any of the bar upgrades for the sports bar. Now those upgrades are unlocked, but they were still never "bought", so they don't count for my totals on the info page. I have 10 out of 18, no idea what I am missing, since I can't buy anything else.
Ah, I didn't know that. As for the other 8 I, or you, can look through the game code and give you the variables to set to true to enable them.

We have Peni who already volunteered to dance for us, I am sure Ann would be happy to, a number of the girls really get off on being seen, so are not likely to mind that much. And all of them have the exhibitionism stat, which can be trained up, which should be used to unlock such scenes, as well as the submission.
As for the narrative, they are going undercover, like Maria, it's just a game, to help hide what they are really doing.
