I got some seed for Carrot, Cabbage and Onion from the city park. However, It is not possible for me to use these seeds in the garden. Is a greenhouse needed for them to be used?

probably because they look too much like normal elves, so fake ID's would likely not work very well.
If I had to guess, the registry is such that if an elf is 'stolen' from another owner, then it would call into question the ownership of any other elf present in a location. Meaning that even if the other elves were actually legally owned, then any owner who has a 'stolen' elf in their possession... would in turn lose ownership of any legally owned elves as well.
So, by using stolen identities, it's more a cover for the owners than the elves; as I doubt the owner would be held criminally or civilly responsible if they weren't aware that the elf they had just 'purchased' wasn't who they claim to be. A kind of plausible deniability that doesn't draw attention to the others present, and also doesn't stop the owner from trying to help other elves.

Most likely the records for the elves would contain at the least, pictures and fingerprints, along with DNA.
I think that would make stolen ID's for elves to be very difficult to do.
Any investigation into the elves would likely include checking and confirming all of those things.
Elves are expensive, so complete details to identify them would exist.
And with that new AI up and running, it would be impossible to alter those records.
You can name him and the hotel, and pick pet names for the girls later. But not much else.
