You are correct that there are rules, and what he's saying is that the requisites are already fullfilled. Meaning this should already be tagged, and probably will be in the near future.
Judging from his track record, it could be dropped anytime from tomorrow to 6 months from now. No one will have a clue till it's released

Yeah, when he was paid more than 5K a month on Patreon, he did that. But you're right, he's secretly working on the game for nothing now. What motivates him is passion.
