IIRC you could change the age span of students in game, but it was perhaps a mod...You can change individual ages by editing their date of birth in the debug menu. To change a whole group, you can edit the xml files in the PopulationData>Parameters folder with notepad or something, but those changes will only take effect when you start a new game. If there's a different way to do any of that, I don't know it.
There is nothing leading up to that being the trigger to start the lockpicking route. You find out about lockpicking being a potential option the moment you visit a locked house and all you get from it is, "you have no idea where to start" which is quite literally the perfect description of the event chain as the way you actually get it to start is a random event that lands a newspaper in your inventory (in my case it literally slapped me in the face one morning) and then you have no hint that you need to read the newspaper to start the lockpicking route aside from a single line of text saying, "it might be worthwhile to read a month old newspaper sometime" which really doesn't do much considering the newspaper didn't arrive until my second month in the game, so the interest in reading about things that happened when my character arrived and was running around isn't made apparent.Can you elaborate what is so "incredibly stupid" about it?

IIRC the outfits are delivered a week after ordering them. There should be an entry in your phone's calendar. It takes exactly one week to be delivered to the store, you visit the store and then the uniforms are delivered to the gym storage room after 8AM next day. Keep repeating it. I think you need to repeat each scene 6-10 times to advance to the next stage.
