The casino is available at the entertainment district if you have Yanikas. 3rd level if I remember right.
New version is out, from the looks of it it seems as if it has another part of the casino story line and a new Live Streamed Street Masturbation feature. Still censored, but you might be able to undo some of it by saving the WIP photos from DKT's Xitter and shopping them over the censored parts.

Dokata gave me uncensored version with the new stuff I believe, haven't checked it yet. Very cool of him.
Will probably take me a week or more before I can get to working on the English translation this time around though..
I'll update the Japanese version tonight or tomorrow morning.

No, it's on the link labeled DLSite in the OP, which actually links to his ci-en/BOOTH page. If you have a credit card, it should actually still work unlike most other eroge websites.is it on steam?

The link for the Japanese version is updated. I did not have enough time to test it thoroughly, but in the short time I spent it seemed to work fine and is uncensored. English translation will probably only start towards the end of next week, I'm just too busy right now.
The left one is before the casino arc so you can watch the full cutscene (176.6KB)
The right one is my current savefile, everything basically maxed out (187.4 KB)
I don't remember how to transfer save file, but I think you have to just start a new game, then replace the save data in the Save folder, then start the game again? not sure, just try messing around with the Save folder, if the game doesn't have a folder, just start a random run until the save folder shows up.
